THE POSITION 
The Office of Cannabis Policy and Enforcement manages the implementation of the permitting, enforcement and regulations for commercial cannabis in the City of Sacramento. This includes the oversight of cannabis retail dispensaries, cultivators, manufactures, distributors and testing laboratories. The office is responsible for coordinating the activities of an interdepartmental team to effectuate safe, legal operation of cannabis businesses. General duties include the evaluation and issuance of cannabis permits, policy recommendations, implementing an enforcement program for permitted cannabis business, supporting enforcement efforts to eliminate the illegal activity including managing cannabis code appeal hearings, and conducting outreach and education to stakeholders and the general public. The office also collaborates with state agencies and regulatory bodies to ensure the consistent application of State and local laws and regulations. DEFINITION 
Under general direction, the Program Analyst performs professional-level project work in the administration, coordination, and management of a single program or project of moderate visibility, or assists in managing one or more major programs; researches, compiles, and evaluates data and makes recommendations; prepares reports and budgets; and coordinates program activities with other departments or outside agencies. DISTINGUISHING CHARACTERISTICS 
This journey-level exempt classification is populated with multiple incumbents. Incumbents perform a broad range of functional program management duties for programs with department or citywide impact. Incumbents may independently perform moderately complex program management work and make independent decisions on routine activities, or may perform complex program management work under closer direction and exercise less independent judgment and discretion. Duties require complete knowledge of departmental and program or project operating policies and procedures.
