This is a permanent ITS4 Systems Analyst position

Your opportunity at a glance
The Information Technology Services Division (ITSD) of the Washington State Liquor and Cannabis Board (WSLCB) is a fast-paced, quickly adapting part of our business and is integral in finding, implementing and maintaining systems for our agency. At this time, the ITSD is announcing an exciting opportunity for Systems Analyst (ITS4). This permanent position elicits business and technical requirements, provides senior systems analysis services, and executes functional and non-functional quality assurance activities. In addition, the Systems Analyst plans work and facilitates business engagement in project activities as well as design and follow requirement and documentation standards to elicit business, functional and technical requirements, design technical solutions, and maintain system documentation that supports application development, configuration, and testing. As the Systems Analyst, you will establish and maintain technical and architectural documentation standards and mentor and provide leadership to technical resources conducting systems analysis. You will be responsible for working with application business analysts and software quality assurance engineers to ensure that work is coordinated and meets project, department and industry standards.
Duties
  • Elicit and manage requirements for complex solution
  • Elicit functional (business) requirements from internal and external subject matter experts for WSLCB lines of business
  • Elicit non-functional (technical) requirements from WSLCB subject matter experts
  • Serve as a liaison between business stakeholders and technical staff to ensure business needs are clearly defined, understood and translated into technical solutions; conversely, ensure that technical requirements are translated into solution opportunities or constraints for business stakeholders
  • Plan, execute, coordinate and analyze project software quality assurance activities
  • Analyze functional and non-functional requirements for completeness and testability
  • Review test results to confirm that test acceptance criteria has been met
  • Provide consultation to project stakeholders

Qualifications

Required Qualifications

  • Working level knowledge of requirements elicitation and documentation.
  • Working level knowledge of systems analysis planning.
  • Working level technical analytical skills with proven documentation of analysis and recommendation.
  • Working level technical writing skills necessary to create and maintain user requirements and system documentation.
  • Working level knowledge of iterative development techniques, such as Agile.
  • Working level knowledge of test planning.
  • Working level writing skills in test case writing and test execution.
  • Expert workload management skills.
  • Expert presentation, interpersonal, written and oral communication skills when communicating to internal IT personnel as well as users in the business units.
Preferred/Desired Qualifications
  • Working level knowledge of writing and modifying Structure Query Language (SQL) statements.
  • A valid Certification of Competency in Business Analysis (CCBA) or Certified Business Analysis Professional (CBAP) Certification.
  • Experience with Visual Studio Team Services (VSTS) or Team Services Foundation (TFS).
  • An Associate's degree or completion of an accredited vocational training program in an information technology or related program in information technology analysis, system maintenance, or troubleshooting/problem resolution experience, or analyzing, designing, or programming computer systems applications or databases.
OR
  • 3 years of demonstrated experience of information technology experience such as consulting, analyzing, designing, programming, installing, and/or maintaining computer software applications, hardware, telecommunications, or network infrastructure equipment, directing projects, providing customer or technical support in information technology; or administering or supervising staff that performed work in any of these information technology disciplines.
  • Experience with Visual Studio Team Services (VSTS) or Team Services Foundation (TFS).

RCW 69.50.351, no member of the state liquor and cannabis board and no employee of the state liquor and cannabis board shall have any interest, directly or indirectly, in the producing, processing, or sale of marijuana, useable marijuana, or marijuana-infused products, or derive any profit or remuneration from the sale of marijuana, useable marijuana, or marijuana-infused products other than the salary or wages payable to him or her in respect of his or her office or position, and shall receive no gratuity from any person in connection with the business.

As a condition of employment, the candidate accepting this position will be required to comply with the Union Security clause contained in the Collective Bargaining Agreement between the State of Washington and the union. This means that, as a condition of employment the candidate must either join the union and pay union dues, or pay the union a representational or other fee within 30 days of the date you are put into pay status.
