WHO WE ARE LOOKING FOR:
ICF seeks a Substance Abuse Research Director to lead Behavioral Health Research and Evaluations with strong research experience in opioid and/or heroin prevention or treatment, prescription drug misuse/overdose, or related substance abuse areas. The Public Health line of business requires an experienced researcher to lead and manage research studies and/or program evaluations related the implementation and effectiveness of Behavioral Health Promotion, Prevention and Treatment programs. Primary responsibilities include providing high-level methodological design and project leadership to research and evaluation projects. Candidates must have a research or evaluation background in substance use disorders, substance abuse/misuse, opioid and/or heroin prevention or treatment, prescription drug misuse, or prescription drug overdose. Candidates should have a demonstrated ability to apply advanced methods and technical to design and implement research and evaluation projects with preference to candidates with a strong background in experimental, quasi-experimental and mixed method research. Preference will be given to candidates with an established track record in publication in one or more of these content areas. Preferred candidates will have a proven background in proposal or grant writing success and will be able to leverage methodological and content expertise to build upon existing business.
Occasional travel for client meetings, business development, project activities may be required (approximately 10% of time).
WHAT YOU'LL GET TO DO:
- Serve as a director or manager on complex research or evaluation projects; lead technical project activities of large or smaller projects; and projects or a series of smaller projects
- Serve as primary point of contact for clients and manage budgets of large and small projects; develop long-term client relationships; and ensure technical, contractual, and financial performance of projects
- Design, implement, and manage large-scale research and evaluation projects that include large-scale, multisite, and multimethod designs and experimental designs
- Manage large team of staff with diverse backgrounds, levels of experience, and technical and content expertise and experience
- Provide leadership to methodological and/or analytic strategies and the interpretation of study findings
- Recruit, develop, and manage diverse project teams and work groups
- Lead the development of written products such as reports, briefs, manuals, and peer reviewed journal articles, and make presentations to various audiences on research findings
- Ensure quality control and adherence to project timelines and budgets, oversee production of high quality deliverables, and maintain rigorous and ethical research standards
- Lead the development and preparation of contracts and grant proposal to secure new business in Behavioral Health and Public Health arenas
- Supervise and mentor other staff as assigned
- Support professional development of ICF staff through peer to peer collaboration and mentorship of less experienced staff
Qualifications
WHAT YOU'LL NEED TO SUCCEED:
- PhD preferred or a Master's Degree in behavioral, social sciences, or related field required
- At least 5 years of demonstrated experience in increasingly responsible roles with the design and implementation of research and/or evaluation studies in substance abuse/misuse/use or 10 years of the same experience with a Master’s Degree
- Experience managing diverse evaluation teams
- Knowledge of both quantitative and qualitative research methods and data analytic strategies required
- Demonstrated experience in project management or as a principal investigator with responsibility for effective budget planning required
- Demonstrated experience and commitment to supervising and mentoring staff required
- Demonstrated experience developing and leading complex research designs including mixed method, quasi-, and experimental research designs
IF YOU HAVE DONE THIS, YOU'RE PROBABLY A GOOD MATCH:
- Preferred 10 years or more of research or evaluation experience in opioid or substance use or related topics
- Multiple first-authored publications in peer reviewed journals in a social science field
- Strong interpersonal skills; the ability to work well with others; and the ability to work independently and as a team member are required
- Experience leading and securing Office of Management and Budget approval and institutional review board clearances
- Ability to work independently with limited supervision
- Demonstrated experience and commitment to supervising and mentoring staff required
- Demonstrated experience with foundational and emerging research methods (qualitative or quantitative) and related technologies
- Demonstrated experience leading technical proposals for grants/contracts and securing new business
- Demonstrated experience working as the point of contact (technical or management) with Federal clients
- Strong problem solving skills and management skills (of clients and internal teams)
- Strong proficiency in either qualitative or quantitative analytic software and analytic techniques; ability to train more junior staff in application of these techniques
- Ability to serve as a subject matter expert in one or more of the following areas: substance abuse prevention or treatment; opioid or heroin use, prevention, or treatment; cannabis use; drug policy; surveillance of substance misuse; prescription drug overdose; prescription drug surveillance and monitoring
