Your opportunity at a glance
The WSLCB is announcing an important opportunity as a Program Specialist 2 in the Licensing and Regulation Division. This position supports the Program Manager of the Mandatory Alcohol Service Training (MAST) and Responsible Vendor Program (RVP) in the issuance of the MAST permits and the RVP certification. As the Program Specialist 2, you will provide information and technical assistance to staff, program participants, stakeholders, permittees and general public regarding MAST and RVP requirements, pertinent laws, rules, policies, and activities.
Duties
As a program representative, support the daily operations of the programs by assisting program participants including staff, licensees, providers, trainers, permit holders and general public:
- Respond to questions and inquiries based on the pertinent laws, regulations and procedures; provides technical assistance regarding program contents, procedures and activities and resolves problems and issues within a delegated area of authority.
- Upload and receives permit forms accurately; Keeps permit records accurately; Replaces permits and fills in permit orders; Process RVP applications and collects and prepare permit statistics by monitoring program activities.
- Assist program reviews and trainer certifications as needed.
- Process Division of Child Support MAST permit suspension orders.
Assist with various education and outreach efforts in making connections with customers, stakeholders, internal and external LCB staff using and creating the various communication and education channels:
- Draft notes, instructions and announcements to inform the regulated industry of legislative changes; changes in rules and procedures; educational materials. Communication tools may include letter to licensees, periodic newsletters, educational materials and web contents.
- Organize, plan, and arrange meetings, workshops and/or conferences for the stakeholders including licensees, retailer associations, MAST providers and trainers and makes public presentations on program related topics.
- Creates, revises and updates educational materials including utilizing online technology.
Help to ensure providers' and trainers' comply within the laws, rules and procedures by conducting course audits or monitoring online course websites:
- Conduct organized class audits or monitor online course websites under the general guidance of the supervisor; evaluate providers' and trainers' conducts, actions and provide feedback and recommendations, take corrective actions if necessary; provide technical assistance to help them comply with the laws, rules and procedures.
Qualifications
Required:
- Bachelor's degree or equivalent education AND four (4) years of experience providing customer assistance with inquiries, processes, complaints, and problems. (Experience will substitute on a year for year basis for the education requirement)
- Ability to: read, understand, compose clearly and interpret laws, policies and procedures, rules, and regulations.
Preferred/Desired:
- Knowledge of: Creating educational materials using the PowerPoint presentation and or Articulate Storyline;
- Strong written communication skills for drafting instructions/correspondence and establishing guidelines;
- Proficient knowledge of web technology to be able to assist and troubleshoot problems associated with online courses.

As a condition of employment, the candidate accepting this position will be required to comply with the Union Security clause contained in the Collective Bargaining Agreement between the State of Washington and the union. This means that, as a condition of employment the candidate must either join the union and pay union dues, or pay the union a representational or other fee within 30 days of the date you are put into pay status.
