**Note: This recruitment will be used to fill one ITS5 -Project iSeries position with the possibility of a second position depending on project needs. This project position is anticipated to last two years or until project completion.

The WSLCB Information Technology Services Division (ITSD)
The (ITSD) of the Washington State Liquor and Cannabis Board (WSLCB) is a fast-paced, quickly adapting part of our business and is integral in finding, implementing and maintaining systems for our agency.

Your opportunity at a glance
The WSLCB is currently announcing an exciting opportunity for a project ITS5 - Expert Application Developer. This position is a member of the Application Development within ITS which is responsible for the administration and support of agency-wide applications, databases, and assist in the data migration from iSeries to COTS solution. This position will require you to use your technical leadership in the division application development team, and independently deal with high risk, high profile data management initiatives that may impact significant/fundamental LCB services. As the Expert Application Developer, you will be responsible for managing and monitoring applications performance and maintenance.


Duties

Developer:

  • Ability to read computer languages; such as COBOL, to define data processing and business process and rules within written code.
  • Extract data from multiple data sources included data stored in iSeries files.
  • Design and develop data conversion scripts
  • Consult with information technology staff regarding business rules, data integrity, location and use of data.
  • Design, develop and troubleshoot interfaces, ETL processes.
  • Administer all requirements and design various functional specifications for data.
  • Provide support to Software Development Life cycle.
  • Prepare ad hoc queries reports for both technical and business teams.
  • Prepare various code designs and ensure efficient implementation of same.
  • Evaluate all codes and ensure quality of all project deliverables.
  • Participate and monitor data conversion work and provide subject matter expertise.
  • Facilitate and coordinate with external clients in various technical meetings.
  • Design and implement various unit tests on system and prepare test data.
  • May supervise lower level staff.
Technical & Customer Support:
  • Oversee the daily operations of enterprise systems.
  • Identify and resolve operational problems for major high risk systems
  • Respond to service requests, change requests and incidents.
  • Escalate technical issues to higher level or different group.
  • Coordinate scheduling, tracking, communication.
  • Incident response – follow specific incident response procedures.
  • Outage notification and triage.
  • Vendor interactions – diagnose, troubleshoot, and maintain products based on defined service levels.
  • Customer communication.
  • User help and education.
  • Lead on issues requiring multiple discipline support.

Qualifications

Required:

  • Demonstrable expert-level knowledge and experience in IT solutions architecture, application designing, building and maintaining complex web based application using COBOL and T-SQL tools and techniques including version control, automated testing and continuous integration.
  • Demonstrated expert level knowledge and experience in working in an environment where IT security best practices, policies, and procedures are required and audited, with having responsibility for enforcing and administering the policies and procedures.
  • Demonstrated working-level knowledge SDLC (Software Development Life Cycle), and Agile development methodology.
  • Working-level knowledge of facilitation and coaching techniques.
  • Demonstrate working-level skills in unit testing, requirements testing, user testing, load testing, functional, performance/load testing, and regression testing.
  • Demonstrated working-level workload management skills - plan and organize assignments to create timely, accurate work products. Work efficiently, remain focused, and handle interruptions effectively.
  • Demonstrate a knowledge and working-level skills in performing and leading application development and IT project management skill.
  • Demonstrate a working-level customer service skills - build and maintain customer relations and satisfaction.
  • Expert-level knowledge of business and management principles involved in planning, resource allocation, leadership techniques, production methods and coordination of people and resources.
Preferred/Desired:
  • Post-secondary education and/or degree in Information Technology or a related field.
  • Demonstrated experience in working in an environment where IT security best practices, policies and procedures are required and audited, with having responsibility for enforcing and administering policies and procedures.
