The WSLCB Information Technology Services Division (ITSD)
The (ITSD) of the Washington State Liquor and Cannabis Board (WSLCB) is a fast-paced, quickly adapting part of our business and is integral in finding, implementing and maintaining systems for our agency.

At this time, the ITSD is announcing an exciting opportunity for a project Information Technology Specialist 4. This limited duration project position serves as a dedicated Systems Modernization Project (SMP) resource within the Information Technology Services (ITS) Division of WSLCB and reports to the IT Project Resource Manager. Under general supervision, this position collaborates with members of the SMP project team, key IT staff, and vendor representatives to ensure compliance with state-mandated project management standards as well as in support of successful SMP implementation. The ITS Division's purpose within the WSLCB is to deliver efficient, innovative, secure and cost-effective information technology solutions that support the agency's objectives and satisfy customer requirements without disruption. Duties
  • Engineering of technology solutions for project and operational needs including controlling changes to the technical baseline, maturing the system through the project and software life-cycle, and reducing/accepting system risk.
  • Provisioning servers and configure hardware, peripherals, services, settings directories, storage, and security in accordance with standards and project/operational requirements.
  • Develop and maintain installation and configuration procedures.
  • Prepare and maintain configuration specification documentation.
  • Create new and/or configure integrated content databases in SQL Server.
  • Execute technical tasks and/or resolve technical issues occurring within the initiation, planning and implementation phases of sponsored enterprise projects, internal division specific projects and/or work efforts, as assigned.
  • Collaborate with IT Business Analysts to define and document ECM non-functional requirements and technical strategy.
  • Participate on project team(s) and provide technical analysis where necessary to ensure smooth transition of projects from development to production by performing operational activities within the project life-cycle.
  • Manage technical risk and escalate issues as they arise to project stakeholders as necessary.
  • Support project staff in the execution, testing and roll-out of the ECM solution.

Qualifications

Required:

  • Progressive experience independently and proactively demonstrating senior-level working knowledge in the design of user interfaces, and the design, creation, and organization of record series collections that support the individual business units of the agency.
  • Progressive experience independently and proactively demonstrating senior-level working knowledge of programming languages and operating systems, system administration, enterprise backup and recovery procedures, and system performance monitoring tools.
  • Progressive experience independently and proactively demonstrating senior-level working knowledge in the organization and documentation of complex system design activities and configurations in accordance with industrial and/or agency policy and procedural standards.
  • Progressive experience independently and proactively demonstrating senior-level working knowledge of project management principles and practices including the ability to discern requirements from agency stakeholders and policies and implement/configure system standards, best practices, and features to comply.
  • Progressive experience independently and proactively demonstrating senior-level working knowledge in communicating clearly with technical and non-technical audiences both orally and in writing with proficiency in writing technical user documentation.
  • Progressive experience independently and proactively demonstrating senior-level working knowledge of SaaS and COTS (non-Microsoft) enterprise-wide, multi-tier applications.
  • Progressive experience independently and proactively demonstrating senior-level working knowledge of Active Directory with specific focus on user and group permissions.
  • Progressive experience independently and proactively demonstrating senior-level working knowledge of information technology system maintenance, troubleshooting, problem resolution, of computer systems applications or databases.
  • Progressive experience independently and proactively demonstrating working at senior-level knowledge and skills in transact SQL commands and scripting.
Preferred/Desired:
  • General knowledge of SQL Server concepts such as permissions, maintenance jobs, and database configuration items.
  • Experience presenting to diverse audiences.
