Job Summary

The Human Resources Generalist will have experience with payroll, recruiting, interviewing and hiring new employees, managing benefits and advising employees and management staff on policies/procedures, state, and federal labor laws. This role will also own the HRIS database management and implementation of new programs and initiatives within the department. The HR Generalist will be expected to provide assistance by implementing human resources programs; solving performance problems and all functional areas that fall under the umbrella of HR. This is a dynamic role in a fast-paced environment with rapidly changing priorities while maintaining confidence, composure and confidentiality in all situations.

Examples of Essential Functions:

Responsibilities include, but are not limited to, the following:

  • Protects organization's value by keeping information confidential.
  • Implements human resources programs by providing human resources services, including talent acquisition, staffing, employment processing, compensation, health and welfare benefits, training and development, records management, safety and health, employee relations and retention, AA/EEO compliance; completing personnel transactions.
  • Analyzes, prepares and processes payroll data for multi-state pay groups; uses automated system to produce accurate, timely bi-monthly payroll.
  • Assist HR Assistant with full-cycle recruiting process.
  • Monitor pre-employment data and conduct background checks and informing management of any employment issues.
  • Conduct meetings with all department Supervisors to survey needs of future talents and staffing needs.
  • Provide supervisor training in the areas of recruiting, human resources and payroll processes and procedures, performance management.
  • Develops human resources solutions by collecting and analyzing information; recommending courses of action.
  • Job description approval including FLSA testing, as required.
  • Creation and maintenance of SOPs for the HR department.
  • Manage, coordinate and accurately track all leaves of absence including the interactive process.
  • Assists with benefit programs such as medical, dental, vision, disability, vacation, sick leave, leaves of absence, etc. to ensure correct deductions setup in HR system and withheld from employee paychecks.
  • Assists with annual benefits open enrollment process.
  • Facilitate annual review process.
  • Provide administrative support for business, legal or governmental inquiries. Provide information as required.
  • Assist the Director of HR with preparing and filing EEO-1, VETS-100 and employee censuses, as required by law or contractual obligations. Provide reports to management personnel as appropriate.
  • Performs per-pay-period timesheet audits including review of exceptions and missing timesheets; contacts supervisors, as needed, to make corrections.
  • Answers payroll and time and attendance inquiries as they arise.
  • Assist HR Assistant with maintenance and organization of confidential payroll files.
  • Runs and prepares various payroll and General Ledger reports on a per pay period basis as well as monthly, quarterly, and annual basis and provides to Finance and Accounting.
  • Manages monthly, quarterly, and annual tax reporting for Federal, State, and Local payroll taxes.
  • Stay abreast of state and federal laws applicable to area of expertise suggesting procedure and policy changes as necessary.
  • Enhances department and organization reputation by accepting ownership for accomplishing new and different requests; exploring opportunities to add value to job accomplishments.
  • Perform other duties and special projects as assigned or required.

Qualifications Guidelines


Education/training/experience:

  • Bachelor's degree or Associate's degree.
  • 3-5 years progressively responsible experience in assigned or related field.
  • Prior experience with payroll and HRIS systems required.
  • Ability to work independently with minimal supervision.
  • Computer skills: Microsoft Office. Microsoft Outlook. PC, Word, Excel, HR database software, Applicant tracking software. PowerPoint.
  • PHR or other HR certification desired.

Knowledge of:

  • Working knowledge of federal and multi-state employment laws required, including but not limited to ADA, FMLA, COBRA, FLSA, ERISA
  • Strong Excel and analysis knowledge is required
  • Previous experience with implementing a new payroll provider and other new system implementation.
  • Positive attitude, detail and customer oriented with good multitasking and organizational ability.

Physical Standards:

  • This position requires frequently sitting, standing, reaching, walking, and operating a computer workstation
  • Must have finger dexterity, ability to use keyboard/ten key
  • Reach, stoop and lift office files, records or reports, typically weighing 20 pounds or less..
