Your opportunity at a glance
The WSLCB is announcing an opportunity for a Human Resource Consultant 4 (HRC4) Generalist in the Human Resources Division. This position serves as a senior HRC that works under minimal supervision and carries out work assignments in accordance with Civil Service Rules, Collective Bargaining Agreements and established policies and procedures. The HRC4 will partner with their assigned division to provide consultation to managers and employees regarding HR issues and functions. We're seeking a dynamic, confident and self-motivated HR expert to join our team. You'll serve as an expert human resource professional and will independently plan, prioritize, coordinate and complete assignments in all aspects of human resources discipline while facilitating solutions and outcomes that support the mission of the Liquor and Cannabis Board.
Duties
- Provide advice, interpretation and counsel to employees, supervisors, and managers regarding applicable human resource laws, rules, regulations, collective bargaining agreements, policies and procedures in areas such as classification, compensation, performance management, labor relations and other personnel matters.
- Resolve difficult and complex HR issues having broad potential impact, such as salary issues, performance management and labor relations.
- Anticipate problems, identify and implement the appropriate strategies by consulting and problem solving with division management.
- Review and assist in drafting Performance Development Plans, Expectations, Evaluations, and Position Description Forms.
- Review and analyze, Position Descriptions to determine proper allocation of positions, including performing desk audits and representing the agency at appeal hearings when necessary.
- Researches and analyzes proposed rules, laws and program elements to determine impact on unit or organizational operations; participates in planning and implementing new human resource programs, policies and procedures.
- Conduct investigations and compose comprehensive reports for the appointing authority.
- Draft or review corrective and disciplinary actions, including pre-disciplinary and disciplinary letters.
Qualifications
Required:
- A Bachelor's degree with focus on business, human resources, social or organizational behavioral sciences, or related field.
AND
- Three years of experience as a human resource generalist performing disciplinary actions, performance management, classification, compensation, labor relations, conducting investigations, and other personnel matters. Equivalent experience will substitute year for year for education.
Preferred/Desired:
- Five+ years of human resource experience.
- Knowledge of the principles and best practices of HR.
- Knowledge of human resource management systems (HRMS).
- Demonstrated ability to work as part of a team to accomplish division and department goals.
- Professional certification of PHR or SPHR.
