The Washington State Liquor Control Board (WSLCB) Human Resource Division is looking for an energetic and independent thinker who specializes in full-cycle recruitment activities. This is a permanent full-time Human Resource Consultant 3 (HRC3) position located in Olympia, WA. We partner with our customers to hire, motivate, develop, and retain a positive, respectful, productive, and richly diverse work environment.

Your opportunity at at glance
This position serves as a senior expert HR Consultant who independently manages all aspects of recruitment within the agency. You will assist the agency in achieving its strategic goal of maintaining and valuing a highly-motivated, competent, and diverse workforce by providing consultation and guidance regarding recruitment, selection and on-boarding. The consultation and guidance provided by this position assists managers in making informed decisions regarding assessment and selection strategies that attract top talent. The incumbent utilizes best practices in creating a positive experience for customers and stakeholders while maintaining compliance with legal HR requirements and collective bargaining agreements.
Duties
  • Independently manages all aspects of the recruitment process.
  • Works directly with agency hiring managers to plan and execute defensible recruitment strategies and processes for WMS, exempt, and classified positions.
  • Provides guidance to hiring managers in the design, validation and use of supplemental questionnaires, assessments and other screening methodologies used in the selection process.
  • Responsible for developing recruitment strategies that support the goals outlined in the diversity plan.
  • Develops and monitors performance measures for recruitment activities and adjusts programs to improve success and efficiency.
  • Researches, resolves and responds to complex recruitment issues/questions.
  • Utilize the Online Recruiting System NEOGOV; create postings, exam plans, requisitions, and scoring plans.
  • Screens candidates to include determining qualified candidates for the eligible list, applying Veterans Preference, managing GGTP and Layoff administration.
  • Participates in planning and implementing new human resource programs, policies and procedures.
  • Continuously seeks ways to eliminate waste and improve quality (Lean).
  • Composes, writes and/or edits compelling job announcements; implements recruitment strategies; and identifies sourcing channels.
  • Assess applicants using a number of existing tools. Creates new tools, writes interview questions, designs interview schedule, brief and debrief interview panels.
  • Develops tools to encourage and guide hiring managers throughout the recruitment process, from sourcing to the six month review after hire.
  • Administer the exit survey process for agency programs.
  • Represent the agency at career fairs, trade shows, conferences and meetings and other professional forums as needed.

Qualifications

Required:
An Bachelor's degree in business, human resources, social or organizational behavioral science, or closely related field.

AND

A minimum of two years of human resource experience advising and consulting on human resource issues to include at least one year of conducting full-cycle recruitments that include:

  • Hiring manger consultation and education.
  • Utilizing an online recruiting system such as NEOGOV.
  • Candidate sourcing and candidate screening to identify top talent.
  • Networking and using social media to market and advertise a position and an agency.
  • Consulting and assisting in creating performance/behavioral based interview assessments and questions.
Professional applicable experience can substitute for degree requirement on a year for year basis. Substitution may not be made for the recruitment experience.

RCW 69.50.351, which states in part: "no employee of the state liquor and cannabis board shall have any interest, directly or indirectly, in the producing, processing, or sale of marijuana, useable marijuana, or marijuana-infused products, or derive any profit or remuneration from the sale of marijuana, useable marijuana, or marijuana-infused products other than the salary or wages payable to him or her in respect of his or her office or position, and shall receive no gratuity from any person in connection with the business."
