HR & PAYROLL COORDINATOR

POSITION SUMMARY
The Human Resources (HR) and Payroll Coordinator will undertake a variety of administrative duties. In this role you will be responsible for the administration and management of employee HR and payroll related activities in accordance with all state and federal laws and standards set by the Company. This position will work to ensure the successful and efficient end-to-end running of HR and Payroll operations and projects. The HR and Payroll Coordinator reports directly to the Controller.
Local applicants are preferred; relocation assistance will not be provided.
Responsibilities and Duties
CORE JOB DUTIES(includes but not limited to)
Human Resources:
- Administers various human resource plans and procedures for all organization personnel; assists in the recommendation, development and implementation of personnel policies and procedures; prepares termination documentation;
- Prepares and maintains the employee handbook;
- Monitors the probationary and performance evaluation program and ensures reviews are done on time;
- Performs benefit administration; communicates benefit information to employees;
- Conducts recruitment efforts within various departments, writes and places advertisements, works with managers and supervisors to screen and interview candidates, conduct reference checks, extend job offers, conduct new hire orientations and monitor employee relations counseling and conduct exit interviews;
- Maintains company organizational charts and the employee directory;
- Recommends new approaches, policies and procedures to continually improve efficiency of the department and services performed; maintains records, policies, and procedures in compliance with federal, state and local employment and benefit laws and regulations.
Payroll:
- Coordinates and performs all payroll related duties, including semi-monthly payroll transmission, status changes, garnishments, timesheet processing, payroll reminders and other payroll duties as assigned;
- Implements and administers the Noa incentive and bonus program;
- Assists in researching and compiling industry-wide salary data, appropriate pay grades;
- Facilitate payroll training and training materials for new hires, existing employees, supervisors and managers;
- Maintain, audit and reconcile personnel records, actions and payroll documents for 35-50 employees;
- Manage workflow to ensure all payroll transactions are processed accurately and timely;
- Coordinate and execute yearly open-enrollment initiatives.
Security:
- Assists with Security Manager to ensure all employees, contractors, consultants, and visitors are authorized to enter Noa facilities;
- Assists with background and criminal history submissions;
- Assists Security Manager with badge issuing, maintaining and auditing building credentials, and security surveillance monitoring.
Additional Duties as Required.
Qualifications and Skills
CORE COMPETENCIES
- Working knowledge of State of Hawai’i laws, regulations and rules related to medical marijuana.
- Demonstrated ability to utilize excellent initiative and judgement when addressing conflict and emergency situations.
- Strong attention to detail, organizational skills and time management abilities.
- Excellent oral, written and interpersonal communication skills with ability to interact comfortably with senior management and team members.
- Accurate data-entry and record keeping.
- Ability to work in a fast-paced, changing and challenging environment.
- Proficiency in windows-based software and internet navigation.
- Successful work experience within problem solving, and high volume of multitasking.
- Desire to perform work in great detail that yields high levels of accuracy and accountability.
- Demonstrate ability to acquire understanding and absorb new information rapidly.
- Possess the highest level of confidentiality and integrity.
EDUCATION AND BACKGROUND REQUIREMENTS
- Must be and remain compliant with any and all legal or company regulations for working in the cannabis industry.
- High School Diploma or GED required.
- 4-6 years of combined HR and Payroll experience and bachelor’s degree preferred.
- Experience with HR and Payroll databases and apps; Familiarity with social media recruiting.
- Great organizational and time management skills.
- Minimum of 21 years of age as required by state statute.
- Must possess valid driver’s license and personal vehicle.
- Working knowledge of state and federal labor laws, rules and regulations.
- Must pass background checks, including fingerprints and drug screening, per applicable requirements set forth under state statute.
ADDITIONAL REQUIREMENTS
- Must have reliable transportation; flexibility in scheduling.Working hours include holidays and weekends and overtime as needed.
- Must be able to lift, carry and balance up to 50 pounds (100 pounds with assistance). This job function may include walking or standing for extended periods of time, as well as stooping, bending over and/or crouching.
- Regular attendance, as scheduled, is required for this position.
