Job Description:

Due to internal agency promotions, the WSLCB is excited to announce an excellent opportunity for two Fiscal Analyst 2 positions with one position in the Spirit Fees Accounting Unit and the other position in the Beer/Wine Tax Unit. In these important roles, you will support and contribute to the LCB Mission by performing professional financial review and analysis of accounting, auditing and fiscal data in accordance with generally accepted accounting principles, governmental auditing standards, statutes or regulations. These positions works under general supervision of the Spirit Fees and Beer/Wine Tax Accounting Supervisors and are required to analyze and interpret reports produced by the internal intranet fee system. Also, these positions are responsible for monitoring and analyzing fee reports monthly, coordinating, reconciling and assist with closing the cash month process in the Spirit Fee System. Additionally, monitors licensee missing reports and recommends accounts for suspension or enforcement actions.

DUTIES:
Specialized review of complex and involved monthly/quarterly reports for accuracy, timeliness and verify reporting activity:

  • Analyze and entering monthly/quarterly reports and payments into the Tax and Fee Accounting Systems
  • Verify and reconcile data entry into Tax and Fee Accounting Systems
  • Process and distribute daily cash received for the Spirit Fee Unit
  • Review, analyze and correct discrepancies by the cross-checking process for form LIQ-871 (Retailer Receiving Direct Shipment In/Out WA) with form LIQ-162 (Spirits Authorized Rep COA) to verify activity
  • Process incoming mail with no cash for Tax and Fee Accounting Units
  • Assist with reviewing audit reports for accuracy and post to the Spirit Fees System
  • Assist with reviewing correction reports for accuracy and post to the Spirit Fees System
  • Assist with documentation of Spirit Fee System and writing business requirements for future enhancements
  • Assist with reviewing daily changes to the Tax and Fee Accounting Systems
  • Assist with preparing and processing AFRS Journal Vouchers

Monitors and tracks missing reports and provide suspension recommendations for licensees that are in non-compliance of reporting:

  • Review licensees with missing reports and notify them that they are out of compliance
  • Update missing report/suspension tracking spreadsheet
  • Provide recommendations of licensees that should be sent to suspension
  • Index missing report notices
  • Monitor in-process reports and contact licensees as needed
  • Backup for sending balance due notices to licensee

Provide Customer Service to Tax and Fee Licensees:

  • Receipt and process cash and/or checks in a secure payment room for the collection of Tax and Fee Payments
  • Answer phone line for Tax and Fee Accounting Unit
  • Respond to email and correspondence regarding tax and fee reporting, on-line reporting, general inquiries from internal and external customers
  • Interpret rules and regulations related to Tax and Fee reporting and respond to inquiries
  • Batch, scan and index documents into Imaging System for Tax and Fee Accounting Units
  • Back up for open, process and distribute incoming mail for the agency which includes payments for beer, wine and marijuana taxes, spirit retailer and distributor fees, administrative violations, license and permit fees, misc payments, confidential Human Resource, payroll and board member correspondence, etc

QUALIFICATIONS:
Required:

  • A bachelor's degree, which includes 18 quarter or 12 semester hours in accounting and one year of relevant professional experience.

OR

  • Any combination of education and relevant professional experience totaling five years. Education must include the required credit hours in accounting.

AND

  • Intermediate skill level using Microsoft Excel and Word.
  • One year knowledge and understanding of the Generally Accepted Accounting Principles (GAAP);
  • One year experience interpreting and applying RCW's, WAC's or proceduresAbility to:
  • Explain Tax and Fee accounting standards and WSLCB policies to customers outside of the financial division
  • Explain reporting requirements to external customers
  • Help customers navigate a personal computer to submit reports electronically
  • Become proficient in Tax and Fee Accounting Systems, Document Management System and internal WSLCB Systems
  • Learn Avaya Telephone system.
  • Stand for long periods of time receipting cash

Preferred/Desired Qualifications:

  • Six months experience with the Office of Financial Management's (OFM) Agency Financial Reporting System (AFRS) and the AFRS toolbox.
  • Knowledge understanding and ability to ensure work products are in compliance with agency policies and OFM State Administrative and Accounting Manual (SAAM).
  • Experience with Enterprise Reporting Services.
  • Electronic Filing internet systems.Knowledge of:
  • Washington Administrative Codes WAC 314-02-109; 314-23; 314-28
