Your opportunity at a glance
As a Fiscal Analyst 2 you will support the mission of the agency by performing professional journey level financial review and analysis of accounting, auditing and fiscal data in accordance with General Accepted Accounting Principles (GAAP), governmental auditing standards, statutes or regulations. This position reports to the Cannabis Tax Unit Supervisor and works on the cutting edge of Washington State's efforts to responsibly tax and regulate the new marijuana industry.

To be successful in this role, there are three main areas you will need to excel. First, you need to be incredibly detail-oriented as a significant portion of this job involves reviewing and analyzing financial reports for missing and inaccurate data. In addition, you will need to quickly build a strong understanding of the RCWs and WACs relating to cannabis tax, privilege activity, and reporting compliance and build a reputation within the agency as an expert in those areas. Finally, you need to be passionate about delivering excellent customer service as the first point of contact for marijuana licensees across the state seeking to accurately report their sales in the state tracking system. Duties

Fiscal Analyst 2 (Cannabis Tax Unit)

  • Process financial data according to accounting performance standards.
  • Verify monthly reports in Tax System and verify accuracy of all data posted.
  • Assist licensees with the Traceability System.
  • First level responder to payment room activity and the main telephone line for the Tax Unit.
  • Prepare batch, scanning and indexing of monthly tax reports and payment.
  • Prepare invoices and track receipt of payment for initial approved marijuana license fees.
    • Tasks include:
      • Receipt and process cash and checks from application fees and tax payments in secure payment room.
      • Review, code, batch, process and enter tax payments in accounting system
      • ACH payment coding review, email sweep summary and enter payments into payment log.
      • Record NSF ACH / checks in accounting system. Prepare JV's to record NSF.
      • Back-up for coding General Accounting payment log and email, enter payments into Cannabis payment log.
      • Reconciliation - prepare month end reconciliation for bank or Great Plains ("GP")
      • Review and process incoming mail for the Tax Unit, distributing to appropriate staff.
      • Batch, scan and index tax obligation report with any backup into a document management system
      • Maintain tax obligation report to determine that licensees have completed their monthly reports and validate outstanding taxes.
      • Waiver process review and email correspondence.
      • Prepare weekly and track invoices for license fees.
      • Prepare new license invoice, track payment, complete process and distribute new licensee correspondence (e.g. welcome package)
      • Assist with the monthly close and reconciliation of Accounting System by reviewing AFRS and compare to data that was submitted to General Accounting.
  • Respond to inquiries from external customers, fiscal staff, WSLCB auditors, WSLCB licensing division, WSLCB enforcement division and WSLCB licensees with interpretation of RCWs and WACs related to excise tax reporting, privilege activity and tax system(s)
    • Tasks include:
      • First line responder to answer and respond to voicemails received on main Tax Unit phone line
      • Contact with licensee to schedule monthly payment appointments as needed. Coordinate monthly email to licensees with payment room schedule.
      • Respond to email and correspondence regarding reporting, e-filing, and general inquiries from internal and external customers.
      • Interpret RCWs and WACs related to Marijuana Tax reporting.
      • Review, research and recommend website updates.
      • Review, research and recommend accounting system process changes

Qualifications

Required Qualifications:

  • A bachelor's degree, which includes 18 quarter or 12 semester hours in accounting, and one year of relevant professional experience.
OR
  • Any combination of education and relevant professional experience totaling five years. Education must include the required credit hours in accounting.
  • Intermediate skill level using Microsoft Word & Excel.

Ability to:
  • Explain tax accounting standards and WSLCB policies to customers outside of the financial division;
  • Explain reporting requirements to external customers;
  • Help customers navigate a personal computer to submit reports electronically;
  • Become proficient in WSLCB Traceability System; Microsoft Dynamics GP; and Document Management System; internal LCB systems
  • Learn telephone system.
  • Stand for long periods of time receipting cash
Knowledge of:
  • Washington Administrative Codes WAC 314-55-089; 314-55-092
Preferred/Desired Qualifications:
  • A Bachelor's Degree in accounting or related field.
  • Knowledge, understanding, and ability to ensure work products are in compliance with agency policies and OFM State Administrative and Accounting Manual (SAAM).
  • Experience in the following programs: Enterprise Reporting, AFRS, Tool Box, Mainframe System
  • Advance excel skills for pivot tables and understanding formulas
  • Great Plains Dynamics experience – AR module
  • Six months experience working with customers with on-line applications and troubleshooting technical issues.
  • Six months experience assisting customers with on-line reporting requirements and questions
