Your opportunity at a glance
Due to internal promotions the WSLCB is announcing an exciting opportunity as a Fiscal Analyst 2 in the General Accounting Unit. If you are an accounting professional who wants to gain more experience in the general accounting arena then this is the perfect opportunity for you.
As a Fiscal Analyst 2, you will perform the cashiering duties for the agency in a timely and accurate manner. You will be responsible for processing statute of limitations cancelations (SOL's), automated clearing house (ACH) returns, and regular warrant cancelations and reissues. You will also be responsible for processing transactions and issuing permits for individual importation of alcoholic beverage for personal use.
The General Accounting Unit is an integrated team including accounts payable, accounts receivable, travel, and asset management. The unit supports other WSLCB staff in areas such as purchasing and contracts, budget, audit, licensing, information technology and enforcement. You will provide excellent customer service to our internal and external customers. In this position you will comply with all RCW's, WAC's, federal policies and regulations, state policies and regulations governed by the Office of Financial Management (OFM), Generally Accepted Accounting Principles (GAAP), Governmental Accounting Standards Board (GASB), and WSLCB policies as they pertain to the accounting function. You will provide timely and accurate financial data to ensure efficiency and maximum benefit of state resources.
Duties
- Analyze documents and funds received for the daily deposit to determine what the funds are paying for, who to deliver the backup documentation to, and how the funds should be recorded in the state accounting system.
- Contact customers or vendors to gather more information when necessary to ensure funds are applied correctly.
- Create a daily cash receipt (A-8) to be sent to the Office of the State Treasurer (OST).
- Allocate the money received to the appropriate expenditure, revenue or general ledger codes in the daily cash log and records to AFRS daily.
- Prepare the daily check deposit via the remote deposit capture procedure.
- Prepare the daily cash deposit for pickup by the OST courier.
- Process daily electronic funds transfers (EFT's).
- Record the Business Licensing Service (BLS) transfer to proper revenue codes monthly.
- Record bank deposit adjustments from OST.
- Reconcile fund 01P and general ledger account 1319 monthly.
- Process accounts receivable corrections as needed.
- Monitor AFRS and Treasury Management System (TM$) for batches including ACH returns and warrants deemed SOL by OST.
- Cancel and reissue regular warrants as necessary.
- Prepare and send a letter to each person that was issued a warrant that is subject to the SOL's.
- Prepare and send affidavits for lost or destroyed warrants.
- Upon receiving returned affidavits, verifies the originality and signatures and proceeds with processing cancelation of warrants in AFRS and sends copy of journal voucher to OST.
- Monitor TM$ for verification of canceled warrants and then reissues warrants.
- Maintains and updates the GL 5194 Reconciliation workbook when appropriate.
- Reconcile statute of limitations warrant cancellation general ledger account 5194 monthly.
- Process transfer journal voucher to Department of Revenue (DOR) prior to fiscal month close to transfer tax that was collected by WSLCB but is due to DOR.
- Process allocation JV prior to fiscal month close to allocate funds received from suspense account to the appropriate revenue codes.
- Collect and verify information received from individuals and issue permits for household moves.
- Monitor shared accounts payable email box and respond to emails regarding individual importation and household moves.
Qualifications
Required:
- A bachelor's degree, which includes 18 quarter or 12 semester hours in accounting, and one year of relevant professional experience or any combination of education and relevant professional experience totaling five years (Education must include the required credit hours in accounting).
- Working knowledge of AFRS coding structures and the utilization of AFRS transaction codes.
- Proficient in statewide accounting systems and processes: Agency Financial Reporting System (AFRS), Enterprise Reporting, and Financial Toolbox.
Preferred/Desired Qualifications:
- A Bachelor's or master's degree in a financial related field, certification as a Public Accountant, Internal Auditor, Certified Governmental Financial Manager or Management Accountant can be substituted for professional experience.
- Knowledge of WSLCB systems, such as the AS400.
- Proficient in using Microsoft Office programs: Word, Excel, Outlook, Power Point (intermediate level).
- Proficient in US Bank SinglePoint and Treasury Management System (TM$).
- Working knowledge and experience with general ledger accounts reconciliation.
- Working knowledge and understanding of Generally Accepted Accounting Principles (GAAP), government accounting and internal control processes.
- Working knowledge and understanding of the State Administrative and Accounting Manual (SAAM).
- Knowledge of Revised Code of Washington (RCW) and Washington Administrative Codes (WAC).
- Ability to compile statistical data for daily, monthly and annual reports.
