Are you a finance professional looking to enter state government and work in a wonderful team environment performing important work for the citizens of WA State? The Liquor and Cannabis Board's (LCB) Finance Division is announcing an exciting opportunity for a Fiscal Analyst 1 position. This position supports and contributes to the LCB Mission by performing professional entry level financial review and analysis of accounting, auditing and fiscal data in accordance with General Accepted Accounting Principles [GAAP], governmental auditing standards, statutes or regulations. This position will report to the Beer and Wine Tax Unit Supervisor and is responsible for monitoring, analyzing and processing Licensee activity reports.

Additionally, this position responds to incoming telephone calls and e-mails for reporting and general questions. As a Fiscal Analyst 1, you are the first responder to the main contact telephone number for the Beer and Wine Tax and Spirit Fees Units and will be responsible for providing clear and effective communication with external customers regarding reporting compliance and tax/fee collection. Duties
  • Enter monthly reports into Tax and Fee Systems; verify accuracy of all data posted.
  • Assist licensees with the On-Line Reporting Tax and Fee Payment Systems.
  • Reconcile Tax and Fee System data to monthly verification spreadsheet.
  • Respond and interpret WAC and RCW related to Tax and Fees, privilege activity, and reporting compliance for internal and external customers.
  • Check main email box for Tax and Fee Units; retrieve reports and respond to inquiries.
  • First level responder to the main contact telephone number for Tax and Fee Unit's.
  • Provide customer service in person in a secure cash room for collection of Cannabis taxes.
  • Batch reports/correspondence in preparation of scanning and indexing to the image archiving system utilizing the document management system.

Qualifications

Required:

  • Bachelor's degree, which includes 18 quarter or 12 semester hours in accounting
OR
  • Any combination of education and relevant experience totaling four years. **Education must include the required credit hours in accounting**
  • Intermediate Microsoft Office - Excel, Word, Outlook

Ability to:
  • Explain accounting standards and WSLCB policies to customers outside of the Financial Division.
  • Explain reporting requirements to external customers.
  • Become proficient in Beer/Wine Tax Accounting System; E-filing system
  • Learn Avaya telephone system
  • Learn Document Imaging System
  • Learn Employee Self-Service System
  • Learn Learning Management System
  • Learn i-Series system

Preferred:
  • Six months experience with the Office of Financial Management's (OFM) Agency Financial Reporting System (AFRS) and the AFRS toolbox.
  • Knowledge, understanding and ability to ensure work products are in compliance with agency policies and OFM State Administrative Accounting Manual (SAAM)
  • Experience with Enterprise Reporting Services
  • Electronic filing internet systems.

RCW 69.50.351, no member of the state liquor and cannabis board and no employee of the state liquor and cannabis board shall have any interest, directly or indirectly, in the producing, processing, or sale of marijuana, useable marijuana, or marijuana-infused products, or derive any profit or remuneration from the sale of marijuana, useable marijuana, or marijuana-infused products other than the salary or wages payable to him or her in respect of his or her office or position, and shall receive no gratuity from any person in connection with the business.

As a condition of employment, the candidate accepting this position will be required to comply with the Union Security clause contained in the Collective Bargaining Agreement between the State of Washington and the union. This means that, as a condition of employment the candidate must either join the union and pay union dues, or pay the union a representational or other fee within 30 days of the date you are put into pay status.
