Job Description:

PURPOSE OF THE JOB

Under the direction of the Chief of Investigations and Enforcement, manages the Commission’s investigations and compliance units to implement consistent regulatory compliance and enforcement for the Commonwealth’s marijuana industry. The Director of Investigations will be responsible for developing training programs for investigators, Commission staff, and external constituencies. The Director of Investigations will also be responsible for developing policies and proposing revisions to comply with legislative and regulatory changes.

ESSENTIAL FUNCTIONS AND RESPONSIBILITIES
Fosters the principles of the Commission’s Mission Statement among the staff and all stakeholders;
Supervises and participates in investigations, inspections, audits, enforcement actions and education actions to ensure that Marijuana Establishments, Marijuana Transporters, and other registered or licensed agents follow applicable laws, regulations, and policies;
Oversees the thorough documentation of inspections, investigations, and corrective measure recommendations to ensure that compliance and enforcement efforts by the Commission are consistent throughout the Commonwealth;
Manages any vendor relationships relative to the provision of investigative services;
Manages and develops training materials and programs for investigators, Commission personnel, and external constituencies;
Responds to inquiries about investigations, compliance, and enforcement issues;
Represents the Commission at public meetings, hearings and other public forums;
Assist in the development of enforcement adjudicative procedures;
Drafts unit activity reports and other statutory required reports as needed.
OTHER DUTIES AND RESPONSIBILITIES
Refer incidents to law enforcement and public safety agencies, as needed.
Collaborate with other state and local agencies, as well as external constituencies, to raise awareness of the Commonwealth’s marijuana laws and regulations.
Establish program goals to support divisional and Commission strategic goals and activities.
Maintain the highest standards of personal, professional and ethical conduct and support the Commission’s goals for a diverse and culturally aware workforce.
Perform related duties as assigned.

SUPERVISORY RESPONSIBILITIES
Participating in the hiring of investigations staff;
Direct daily supervision of investigators and other assigned enforcement staff;
Valid driver’s license;
Approximately 30-50% of the time spent in the field, out of the office;
This position will be based in our Worcester headquarters office beginning in May 2019.

Salary Range: $90,000 - $100,000

This position is non-civil service. This position is an exempt position.

Qualifications

Experience conducting investigations, which may include background and complex financial investigations.
Ability to work collaboratively with law enforcement agencies.

EDUCATION AND EXPERIENCE

Bachelor’s Degree in Criminal Justice or related focus or equivalent experience required, Juris Doctorate from an ABA-accredited law school or an advance degree preferred.
Verifiable management experience, including a minimum of 3 years of supervisory experience.
Verifiable ability to develop stakeholder relationships.
Experience in a regulatory agency or other compliance experience.
