Job Description:

The ITSD is announcing an opportunity for the integral role of Deputy Chief Information Officer (Deputy CIO). This position will supervise the Applications, IT Operations and Project Resourcing sections, facilitate the regular review and adjustment of the division's technology roadmap as well as lead the division's Architecture and Standards Committee. As the Deputy CIO, you will have the opportunity to serve as the primary customer engagement specialist ensuring that division services are defined, documented and published to support the development of service level agreements. Additionally, the Deputy CIO has the important responsibility to work closely with the division's IT Project Resource Manager to ensure that agency enterprise projects leverage division functional standards and are properly resourced. We are looking for candidates who have the experience and knowledge to lead and supervise three direct reports (Application Manager, IT Operations Manager and IT Project Resource Manager), seven supervisors and a total of 32 technology professionals.

Duties:

Lead and Manage Technology Professionals

  • Provide direct supervision of division management team members, establishing position objectives and expectations.
  • Effectively mentor, train, coach, counsel, and motivate staff to achieve consistently high performance.
  • Consistently analyze staff performance against position requirements, applicable policies as well as section standards and practices imposing corrective action when required.
  • Ensure that supervised staff have the information, resources, and authority to complete assignments and meet documented expectations.
  • Consistently communicate division and agency decisions and priorities to staff, seeking input and feedback whenever possible.
  • Cultivate a learning environment to expand staff skills and abilities; design and support training and cross-training plans, ensuring that WSLCB remains a center of excellence and that there are no single points of failure.
  • Make certain that technical and operational decisions are made at the lowest level possible, allowing division staff to operate within the decision making authority outlined in their position descriptions.
  • Actively seek input from staff, colleagues and subject matter experts during the analysis of solutions that affect staff roles and responsibilities.
  • Foster a culture of continuous process improvement that leverages problem-solving methodologies.
  • Establish short-term objectives and long-term strategic and technical roadmap.

Oversee Technology Standards

  • Establish and communicate operational priorities, engaging necessary stakeholders including division staff and customers.
  • Develop and maintain the agency's technology roadmap and operational plans.
  • Oversee division standards for design, documentation and maintenance of WSLCB technology solutions and services.
  • Develop, update, monitor, communicate and enforce agency security, application management, IT investment and other operational policies and procedures.
  • Facilitate the division's Architectural and Standards Committee; mentor committee members in the execution of their roles and responsibilities.
  • Ensure life cycle management standards are designed, documented, communicated and updated on a regular basis.
  • Establish and maintain processes that support adherence to industry best practice.
  • Make certain that data is identified and managed according to state and industry security standards.
  • Establish and analyze performance objectives and key performance indicators.
  • Conduct audits of division programs to ensure that operational procedures that best support the agency's technology needs and strategic objectives are created and maintained.
  • Conduct audits of the division's policies and procedures to measure relevance, consistency, and compliance with division standards.
  • Ensure that resource needs are estimated and align with assigned FTEs and personnel budgetary constraints.
  • Utilize subject matter expertise and advanced research skills to conduct documented cost, benefit and risk analysis for proposed projects, modifications, acquisitions, policies and/or legislation in a timely manner.
  • Oversee the definition of division services, ensuring service level agreements are established and met.
  • Collaborate with customers and colleagues to identify and document performance goals required to meet service levels expectations for application and data management needs.
  • Prepare budget proposals and operational expenditure statements. Research solutions by utilizing available resources such as other state agencies, vendor whitepapers, or companies that analyze these to make a recommendation with the fiscal request.

Qualifications:

Education: *

  • Bachelor's degree in computer science, information technology, public administration, public affairs or closely related field

Experience:

  • Progressive experience supervising technology managers
  • Progressive experience leading technology professionals in application development, application support, and/or infrastructure services
  • Progressive experience independently representing unit or division services to a diverse group of internal and external customers
  • Progressive experience independently facilitating and maintaining a technology roadmap
  • Progressive experience independently managing or sponsoring IT projects using a recognized methodology such as PMI or PRINCE2
  • Progressive experience working within the software development lifecycle
  • Progressive experience overseeing or contributing to enterprise architecture standards
  • Experience overseeing the development of technology policies and procedures
  • Experience developing service level agreements and/or operating level agreements
  • Experience building and managing to an established budget
  • Awareness of cyber security standards and practices
