Salary:
The bi-weekly hiring rate established for this position is $2,767.46.

Description:
This position will have full responsibility for operations and services for commercial applicants and licensees of the Oklahoma Medical Marijuana Authority (OMMA), and will report directly to the OMMA Director.

Duties include, but are not limited to:
  • Administer the licensing program for all growers, processors, dispensaries, and transporters within the Oklahoma Medical Marijuana Authority.
  • Oversee the licensing and application processing for commercial entities.
  • Oversee the inspection processes for commercial entities.
  • Ensure all program activities align with relevant agency rules and state statutes.
  • Participate in the planning and execution of the budget, while ensuring that the program operates within budgeted resources.
  • Supervise support staff.
  • Ensure compliance with all mandated services and time frames applicable to the listed statewide programs; establish and monitor program compliance with performance targets
  • Serve as agency representative and expert consultant for Medical Marijuana Licensing with numerous responsibilities mandated by statute.

Knowledge, Skills and Abilities:
Knowledge of principles and practices of program administration, business, government regulation and resources; of contract management and development; of quality assurance and performance improvement methods and techniques; and of federal, state and local policies, laws, rules and regulations relating to medical cannabis. Demonstrated ability to adhere to a high ethical standard to include confidentiality rules and laws and personal conduct; to apply critical thinking to solve problems or accomplish tasks; to supervise professional and technical staff; to analyze, interpret and communicate complicated policies, procedures and protocols; to present technical information clearly and concisely to lay audiences, public officials, legal and law enforcement entities, and internal and external stakeholders, etc. both verbally and in writing and ensure compliance with laws and rules. Strong leadership skills and demonstrated ability to lead and motivate others; including exceptional project management, organizational and time-management skills.

Education and Work Experience:
Bachelor’s degree in business administration, public administration, public health, or, a biological, physical, natural, behavioral, health, or social science, public relations or a closely related field and (4) years of program/project management, supervisory or managerial experience; OR an equivalent combination of education and experience, substituting one year of additional qualifying experience for each year of the required education.
