Definition and Class Characteristics

"This recruitment is for two, full-time positions in the Code Compliance Division. One of these two positions will perform the duties of Code Compliance Officer with an emphasis on cannabis compliance. "

Under general supervision, receives training in and performs a variety of field and office work in support of the County's Compliance and Code Enforcement Program; writes a variety of inspection reports and makes compliance recommendations; issues citations; obtains and executes inspection warrants and presents reports and recommendations to the Board of Supervisors and frequently appears in courts of law; and performs related work as required.

CLASS CHARACTERISTICS
This full working level classification is distinguished from the Director of Code Compliance in the level of responsibility assigned, the level of expertise and knowledge required to perform the duties, and the lack of supervisory responsibility.

Examples of Duties

Essential:

  • Evaluates alleged violations of the State and local codes, laws and ordinances; permits relating to land use and building, and enforces compliance by methods provided in the code
  • Prepares reports identifying code complaints; prepares/issues administrative search warrants
  • Identifies and abates abandoned vehicles by towing or other means
  • Evaluates approved projects for compliance with conditions of approval
  • Works closely with the public to develop a clearly understandable and workable enforcement solution; coordinates enforcement efforts with regulatory and law enforcement agencies involved
  • Conducts follow-up inspections concerning recommendations for compliance
  • Presents cases to the Board of Supervisors and courts of law
  • Researches and analyzes building and land use permit records, land use regulatory documents and health and safety ordinances and recommends changes as necessary

Knowledge and Skills Required

Knowledge of:

  • Effective analytical and interviewing techniques
  • Basic principles and practices of resource management, environmental studies or land use planning
  • Technical report writing
  • Citation issuance procedures
  • Courtroom presentation techniques
  • Public relations, conflict resolution skills and personal safety practices
  • Land use regulatory documents, parcel maps
  • Basic word processing and spreadsheet software applications

Skill in:
  • Learning to interpret applicable permit conditions, and county and state planning, building and zoning ordinances and regulations
  • Conducting comprehensive investigations and maintaining accurate records of findings
  • Preparing concise and accurate reports and recommendations
  • Effectively communicating report findings before the Board of Supervisors and courts of law
  • Resolving conflict by diplomatically settling compliance issues
  • Establishing and maintaining cooperative working relationships with those contacted in the course of work
  • Reading and interpreting maps, blueprints and a variety of legal documents and property descriptions
  • Effectively advising property owners and others on compliance with codes
  • Physically inspecting property with varied and sometimes rugged topography

Education and Experience Required

There are three scenarios below that will allow you to meet the minimum qualifications:

Equivalent to completion of twelfth grade AND two years of schooling of formal education, from an accredited college or university, in natural resource management, city and regional planning, environmental studies, criminal justice, police science or related field (PLEASE NOTE: You must attach proof of your education in the form of a diploma, official transcripts, or unofficial transcripts for any college education you wish to be given credit for);

OR, two years performing code enforcement related work consisting of the evaluation or inspection of violations of laws, codes or ordinances in a public agency, or law enforcement agency;

OR three years of experience in technical planning work, natural resource management (if non-enforcement related work), or performing building inspection activities in a public agency.

Possession of a valid California driver's license within 30 days of hire.

Physical Demands and Working Conditions:

Mobility to work in a standard office environment, use standard office equipment and attend off-site meetings. Mobility to travel in the field and traverse acreage by foot or four wheel drive vehicle. Vision to read handwritten and printed materials and a computer screen, hearing and speech to communication person and by telephone.

Willingness and ability to work in exposure to temperature extremes, inclement weather, hazardous materials and substances, and biological and infectious agents.

Willingness and ability to deal with sometimes uncooperative and irate customers in day to day situations.
