Job Description
The Clinical Case Manager reports directly to the Director of the Health and Wellness Center and is responsible for providing mental health pre-screenings, workshops, crisis intervention, referrals, consultation, training and outreach programming to address the mental health needs of Edinboro University (EU) students. This position will provide confidential support to students to create an environment that enhances the academic, personal and social development of students. This position requires a commitment to student development and student success, the ability to remain calm and professional during emergency situations, a genuine appreciation of student diversity, and a willingness to work across divisional lines in support of student success to ensure that students reach their optimum level of wellness and functionality.

Responsibilities
General responsibilities of the Clinical Case Manager include, but are not limited to, the following:

Serve as the point of contact for pre-screening students requesting counseling services, as well as receive concerns from faculty, staff, students, and parents regarding student behavior or the need for referral(s) to appropriate campus and/or off campus resources. Utilize advanced knowledge in mental health treatment, area mental health providers, diagnoses, mental health triage, and client centered mental health therapy to advise and inform those whom call on how to most effectively manage a mental health crisis or concern.
- Oversee, advise, and monitor the caseload, and case management of the Counseling and Psychological Services (CAPS) faculty members. Evaluate and assign cases based on assessment of presenting concern including, frequency, intensity, and duration of mental health diagnoses. Assign students to CAPS’ counselors based on knowledge of risk of suicide and homicide, mental health assessment, and case intensity.
- Manage case decisions independently based on scope of practice, appropriate level of care, and extensive knowledge of mental health treatment including but not limited to; navigating mental health hospitalizations, direct admissions to the psychiatric center, referring students to appropriate resources, and intervening in planned suicides/homicides. Maintain factual and confidential case records regarding meetings and follow-ups. Involve CAPS and/or Student Health Services (SHS) personnel as appropriate.
- Utilize expertise of suicidal ideation, homicidal ideation, mental health symptoms and solution focused treatment theory to independently decide and execute the best course of action to manage crisis or emergency situations pertaining to EU students. These may include but are not limited to suicide attempts, student death, acute mental health crisis significantly impeding daily functioning, significant classroom disruptions, behavioral issues, physical assaults, sexual assaults, and interpersonal conflicts. This also includes making contact after-hours to students whom live on- or off-campus as necessary.
- Follow-up on students who have been sent to the hospital for psychological reasons. Ensure information sharing via signed releases among the hospital, CAPS counselors, SHS medical staff, the student, family members and/or others regarding treatment recommendations, hospital discharge planning, and referral agencies. Maintain accurate documentation in Titanium (CAPS) and/or NueMD (SHS).
- Serve as a liaison and collaborate with CAPS, SHS, Campus Life, Residence Life and Housing, Greek Life, Environmental Health and Safety, Financial Aid Office, Academic Success Center, Office of Student Judicial Affairs, Office of Records and Registration, Veterans Affairs Office, Office for Students with Disabilities, and individual faculty, staff and students to partner, track and respond to students of concern.
- Create a holistic treatment plan, in collaboration with the CAPS and SHS staff as appropriate, based on presenting diagnoses, effective treatment modalities, and behavioral/physical health assessment for each student whom utilizes services to minimize and/or resolve student concerns on a case by case basis.
- Assist in the coordination of client referrals by communicating with appropriate insurance companies to determine coverage, participating providers, and procedures for accessing out-of-network services. Assist students with scheduling appointments, obtaining services, and receiving transportation to off campus services.
- Maintain an up-to-date mental and physical health referral guide for university students.
- Assist the Office of Records and Registration for students who have withdrawn from the University for medical/mental health reasons and wish to reenroll.
- Assist clients in adhering to treatment plans, such as setting up appointments, arranging for transportation to appointments, obtaining resources such as food from the food pantry or providing support.
- Assist in the development and implementation of the critical incident stress management defusing/debriefing sessions after activated by the Threat Assessment Team, Emergency Response Team or appropriate University official. Acquire/maintain critical incident stress management training.
- Maintain and establish new relationships and agreements with off-campus mental health resources for expediting referrals for students’ psychiatric and mental health needs.
- Conduct presentations regarding mental health awareness, diagnoses, disorders, prevention, resources, and services including new student orientation, annual health fair, classroom presentations and others as requested.
- Serve as a member of the EU Wellness Task Force, Threat Assessment Team, and other applicable committees.
- Establish/maintain membership as part of the Higher Education Suicide Prevention Coalition (HESPC) and the Higher Education Case Management Association to continuously improve standards, procedures, protocols, and best practices.
- Serve as Brief Alcohol Screening and Intervention for College Students (BASICS) and Cannabis Screening and Intervention for College Students (CASICS) facilitator and trainer.
- Attend and participate in the clinical supervision sessions with the CAPS counselors.
- Assist in writing grants for appropriate training and programs related to health and wellness.
- Perform other duties as assigned by the Director of the Health and Wellness Center.
Required Qualifications
Master’s degree in counseling, counselor education, counseling psychology or a closely related field is required. Licensed in their professional field in Pennsylvania. Completed a supervised internship, clinical field placement, and/or practicum experience as part of their degree requirements.
Preferred Qualifications
Previous experience in counseling with college students and expertise in typical presenting problems. Two or more years’ experience in mental health case management, training and experience in crisis intervention; and experience in suicide and violence threat assessment. Possess a National Counselor Certification (NCC), and complete yearly required continuing education credits.
