The City of Nampa is anticipating upcoming hiring for Certified/ Lateral Transfer Police Officers. The department is building an eligibility list for current and future positions. Nampa Police Department offers a lateral transfer program for certified officers, at a 2 for 1 years of service ratio (e.g. Transfers with 10 years’ experience with another agency plug in at NPD 5 year pay rate, rather than starting pay rate)

Testing Procedures:
Oral Board Interview and Physical Fitness Exam will be conducted on Wednesday, May 16, 2018, with additional dates added if needed.

The scored oral interview:
A panel of interviewers will ask questions to gain insight into your qualifications and ability to perform as a police officer. We are interested in your prior education or experience, your reasons for seeking a position as a police officer, and why you feel you would be a good member of our team.

An eligibility list will be created based on an average of the written exam and oral interview scores. Points will be awarded to eligible veterans in accordance with Federal and State laws, those details are outlined below.

It is the successful candidate's responsibility to notify Nampa City Human Resources of any change of address and/or telephone number during the term of the eligibility list.

Names may remain on the eligibility list for one year, or until deemed otherwise by the Police Chief and/or Human Resource Director.

Prior to appointment, candidate(s) will be required to pass a driving record check, a comprehensive background investigation, a full medical exam and drug/alcohol screening which is paid for by the City of Nampa.

Note regarding Veterans Status:
Candidates who qualify for veteran's preference, and who pass the administered exams of the testing process, are given veteran's preference points which are added to their overall test score. You must submit a long-form DD-214 at the oral board interview, which indicates the nature of your discharge in order to receive veteran's preference.

Physical fitness Exam

All prospective hires for Nampa Police Department, regardless of POST Certification, must pass the standard Idaho POST physical fitness test as part of the testing process for Nampa Police Department. Applicants must score at least the following minimums on each of the five events;

Vertical jump - 14.0"
1-minute sit-ups - 15 reps
Pushups - 21 reps
300 meter run: 77.0 seconds
1.5 mile run: 17 min 17 seconds

POSITION SUMMARY
GENERAL STATEMENT OF DUTIES

The principal function of an employee in this class is to perform a variety of law enforcement duties in the enforcement of all Federal, State, and local laws and ordinances to ensure the preservation of public peace, prevention of crimes, protection of life and property. The work is performed under the supervision and direction of a Command Officer, but considerable leeway is granted for the exercise of independent judgment and initiative. The nature of the work performed requires that an employee in this class establish and maintain effective working relationships with the Police Chief, other Command Officers, other City personnel, elected and appointed officials, representatives of Federal, State, County and municipal agencies, and the general public. The principal duties of this class are performed in a variety of emergency and non-emergency situations which may involve exposure to potential personal danger.

DEPARTMENT OVERVIEW
The goal of the Patrol Division is to address community problems and assure a safe community environment through directed and routine patrol. As the most visible and largest division of the police department, the Patrol Division provides the first response to emergency and non-emergency incidents. Patrol personnel proactively address community problems, use various specialized units for special community problems, and deliver police services to city residents.

A total of 64 patrol officers and 2 DUI specialists’ man eight teams with eight officers assigned per team. 5 sworn volunteer reserve officers also volunteer their time and assist with patrol activities. Two watch commanders (Lieutenants) act as supervisors of the shifts. Each patrol team has a Sergeant and Corporal directly supervising the team. The schedule has a day shift, early swing shift, a late swing shift and a night shift each day. The officers work 11.5-hour shifts, alternating working 4 days one week then 3 days the next week. The schedule has double coverage between 11:00 A.M. and 3:00 A.M. each day, allowing for more units to be available during these high call loads time periods. Many extra duty assignments including K-9, Tactical Response Team (TRT), Field Training Officer, and Crime Scene Investigator, are available to the patrol officers. As with any department, the patrol division is the backbone of the agency, with most of the department's resources being put into this division.

POSITION QUALIFICATIONS
  • No felony or serious misdemeanor convictions since the age of 18
  • No under the age of 18 adult criminal waivers
  • No undetected felony or serious misdemeanors committed by applicant since the age of 18
  • No minor misdemeanor convictions in the last 5 years or extensive minor misdemeanor history
  • No marijuana/cannabis use in the last 3 years
  • No other illicit drug use in the last 5 years
  • High school diploma or equivalent required
  • Must be 21 years of age or older
  • Must be a legal citizen of the United States
  • Ability to take and pass required;
o Extensive written examination

Preference Points will be given to those individuals who meet one of the following criteria-

8. Informs supervising officers immediately of any situation which appears to be out of the ordinary.

9. Performs complex investigative work, including investigating crime scenes and traffic accidents, making arrests as warranted, performing crime scene control, interviewing victims, suspects, and witnesses, photographing crime scenes, dusting for fingerprints, and storing and maintaining evidence in accordance with prescribed guidelines as required.

10. Performs residential and business security checks.

11. Provides emergency medical attention to citizens when responding to calls for assistance.

12. Maintains all appropriate reports and records of criminal and arrest activity for use in both documentation and prosecution and gives testimony in open court.

13. Coordinates crime scene control and investigations, including conducting interviews.

14. Evaluates and determines the use of lethal force using the greatest level of discretion.

15. Maintains security and possession of a firearm and related equipment at all times.

16. Monitors an assigned area in order to prevent crime, traffic violations, and accidents, including stopping motorists for vehicle maintenance violations, and/or unsafe, illegal, or suspicious actions as necessary.

17. Apprehends individuals suspected of driving under the influence of alcohol and drugs and administers appropriate tests as required.

18. Protects and secures accident, disaster, and crime scenes to ensure the preservation of evidence for investigation and protection of persons and property.

19. Responds to burglar alarms, armed robberies, assaults, other crimes in progress, and general calls for police assistance, and warns, summons, or arrests violators as appropriate.

20. Conducts investigations of criminal complaints and other deceptive practices, including collecting evidence, interviewing witnesses, appearing and testifying in court, and applying and serving search and arrest warrants as necessary.

21. Locates and processes stolen vehicles.

22. Assists motorists with inoperable vehicles and arranges for the immediate removal of stranded vehicles to ensure public safety.

23. Responds to civil and disturbance of the peace calls, and takes appropriate action to ensure public safety, including communicating with emotionally disturbed persons and restraining uncooperative individuals.

24. Prepares complete and accurate reports on all arrests, citations, warnings, and other enforcement activities as required.

25. Appears and testifies in court as required.

26. Acts as a liaison between the Police Department and the news media, local organizations, schools, and the general public to ensure effective working relationships and positive public relations, including working with other local civic groups to educate the general public on issues such as public health, child safety, traffic safety, and anti-drug and violence campaigns.

27. Addresses citizens' complaints or concerns regarding significant and/or controversial issues and takes appropriate measures to ensure an expedient resolution or citizen satisfaction.

28. Stays abreast of new trends and innovations in the field of law enforcement.

29. Oversees the use and care of equipment as required.

30. Provides needed information and demonstrations concerning how to perform certain work tasks to new employees in the same or similar class of positions.
