Your opportunity at a glance
The WSLCB is announcing an important and exciting opportunity for the role of Cannabis Examiner Manager. This position reports to the agency Deputy Director and serves as the Administrator of the Cannabis Examiners and Cannabis Canopy Team. In this role, you will be responsible for strategic planning, budget, personnel, rules and legislation, policy development and quality improvement. The Cannabis Examiner Manager is the Agency's lead cannabis data analyst, reporting and providing data analysis that is used to make policy and financial decisions. This position provides direction to the Marijuana Examiners on the type of analysis to conduct (areas of focus include economic analysis of the data for industry viability, data that will support enforcement activities, and any other analysis that supports the mission of the LCB).

In addition, the Cannabis Examiners team work includes providing assistance related to lab testing of cannabis products, food processing facility inspections, pesticide action levels, extraction methods for cannabis, and works cooperatively with the Washington State Department of Agriculture (WSDA), Department of Health (DOH) and Department of Ecology (DOE) on these matters. Duties
  • Provide information and direction on Washington state adult use and medical cannabis processes and regulatory compliance requirements.
  • Conduct analysis using micro and macroeconomics principles, to track trends and status of the industry over time.
  • Plan, develop and direct, and implement the Cannabis Examiners and Cannabis Canopy Team.
  • Provide recommendations and information on the seed-to-sale traceability system.
  • Manage the lab certification process and quality assurance (QA) testing program.
  • Analyze and develop recommendations on cannabis laboratory policies and processes.
  • Analyze and coordinate the development of recommendations on pesticides use on cannabis.
  • Prepare reports as needed for LCB Board members, LCB staff, state agencies, public and other stakeholders.
Qualifications

Required:

  • Bachelor of Public Administration or related field, 5 years of experience in state government work which includes demonstrated ability to: Lead, direct and manage administrative functions including personnel, budget, policy development and implementation of strategic and operational plans
  • Familiarity of micro and macro-economic concepts and how to apply them to determine trends
Preferred/Desired:
  • Master of Public Administration or related field
  • Ten (10) years of experience in state government work
  • Five (5) years of prior supervisory work
  • Economic analysis, data analysis experience, bill analysis and rule writing experience
  • Expert level proficiency in MS Office
