The WSLCB Information Technology Services Division (ITSD)
The (ITSD) of the Washington State Liquor and Cannabis Board (WSLCB) is a fast-paced, quickly adapting part of our business and is integral in finding, implementing and maintaining systems for our agency.
Your opportunity at a glance
At this time, the ITSD is announcing an exciting opportunity for a project Business Analyst (ITS5). This lead position operates as the subject matter expert level to ensure the successful accomplishment of the agency's mission by providing technical and organizational leadership system analysis services for all WSLCB divisions. In this role, you will provide leadership, strategic direction, and mentorship to business analyst while ensuring IT staff work is in alignment with agency and division strategic direction, goals, and objectives. This project lead position elicits business and technical requirements, provides expert system analysis services, and executes functional and non-functional quality assurance activities. In addition, the Business Analyst plans work and facilitates business engagement in project activities as well as design and follow requirement and documentation standards to elicit business, functional and technical requirements, design technical solutions, and maintain system documentation that supports application development, configuration, and testing. As the Business Analyst, you will establish and maintain technical and architectural documentation standards and mentor and provide leadership to technical resources conducting systems analysis. You will be responsible for working with other application systems analysts and software quality assurance engineers to ensure that work is coordinated and meets project, department and industry standards.
Duties
Provide business and technical requirements definition for small to large and highly complex solutions
- Plan, schedule, lead the management of requirements for complex solution
- Provide oversight on scope and requirement management protocols.
- Elicit functional (business) requirements from internal and external subject matter experts for WSLCB lines of business
- Elicit non-functional (technical) requirements from WSLCB subject matter experts
- Serve as a liaison between business stakeholders and technical staff to ensure business needs are clearly defined, understood and translated into technical solutions
- Translate business and technical requirements into user stories, use cases ad acceptance criteria
- Write and maintain requirement and specification documentation.
- Develop and maintain requirement traceability matrix for requirement management and re-use
- Analyze functional and non-functional requirements for completeness and testability
- Define testing strategies for approved acceptance criteria
- Review test results to confirm that test acceptance criteria has been met
- Provide consultation to project stakeholders
- Conduct intensive, in-depth systems analysis for new or enhancements for small to large and highly complex applications and systems
Provide technical leadership to the team
- Lead and provide advanced support to the IT developers, testers and business analysts in process improvement activities, answering questions and providing direction/guidance on how to approach a work assignment.
- Provide oversight or lead complex or high risk projects.
Qualifications
Required:
- Demonstrated experience in, and aptitude for, planning requirement elicitation and managing requirements for complex solution and supervising business or business analysts for large system replacement projects.
- Demonstrated expert level experience in, and knowledge of, requirement management methodologies, tools and processes.
- Demonstrated expert level experience in, and aptitude for, requirement elicitation and documentation.
- Demonstrated experience in, and aptitude for, translating functional and nonfunctional requirements into Use Cases.
- Demonstrate working-level workload management skills - plan and organize assignments to create timely, accurate work products. Work efficiently, remain focused, and handle interruptions effectively.
- Strong technical analytical skills with proven documentation of analysis and recommendation.
- Demonstrated expert level experience in, and aptitude for, iterative development techniques, such as Agile.
- Demonstrated expert level experience in, and aptitude for, presentation, interpersonal, written and oral communication skills when communicating to internal IT personnel as well as users in the business units
- Demonstrated experience in, and aptitude for, establish and maintain technical and architectural documentation standards.
- Strong written and communication skills.
- An Associate's degree or completion of an accredited vocational training program in an information technology or related program in information technology analysis, system maintenance, or troubleshooting/problem resolution experience, or analyzing, designing, or programming computer systems applications or databases.
- Demonstrated experience in defining and working in an environment where IT security best practices, policies and procedures are required and audited, with having responsibility for enforcing and administering policies and procedures
- Working level knowledge of writing and modifying Structure Query Language (SQL) statements.
- A valid Certification of Competency in Business Analysis (CCBA) or Certified Business Analysis Professional (CBAP) Certification.
- Experience with Visual Studio Team Services (VSTS) or Team Services Foundation (TFS)
