Your opportunity at a glance
The WSLCB Enforcement and Education Division is announcing an employment opportunity as the Advertising Regulations Analyst (Administrative Regulations Analyst 3). This position manages all aspects of advertising in the Enforcement and Education Division including screening of incoming complaints and maintaining expert knowledge to provide consultation or interpretation of regulatory laws, including legal opinions with the Board and/or the Office of the Attorney General. Additionally, the position will represent the WSLCB within the community at large through special committees and tasks forces that are assigned.


Duties
  • Advise the Enforcement Division on advertising rules:
    • Serve as a contact point for escalated issues and serves as a centralized resource to review advertising concerns. Receives requests for support from field staff and respond in a timely manner. Assist and advise enforcement officers in responding to requests for information from licensees.
    • Develop materials and provide training to Enforcement Division and agency staff on advertising rules. Engage other divisions in developing materials and ensure agency-wide consistency.
    • Attend meetings with stakeholders, Assistant Attorney General, and management to assist in rulemaking, and legal interpretations of advertising laws and rules. Identify and gather statistical information or data associated with advertising and promotional requirements division processes or strategies that may be used in divisional result reporting.
    • As liaison, gather input from other divisions and/or key external partners to engage in the development or presentation of advertising training.
  • Offer guidance to the liquor, cannabis, vapor, and vapor industries on achieving compliance with advertising regulations:
    • Interact with the industries in person, in writing, and over the phone as the agency's single point of contact on advertising questions.
    • Disseminate information on rules changes as they occur.
    • Assist in the review of licensee advertising campaigns prior to release in consultation with other division resources.
    • Consult with industry members to answer inquires on legality of advertising and promotional business practices and activities in Washington in coordination with division command.
    • Develop materials and provide training to our regulated industries and the public on advertising rules.
    • Engage other divisions in developing materials and ensures agency-wide consistency.
    • Speak or present in public forums.
  • Recommend, assist with creating, and coordinate updates to advertising rules
    • Recommends and initiates changes to policies and/or RCWs and WACs to Chief for Board consideration and approval as needed.
    • Writes summaries and analysis of rules changes and pending legislation to advise management on potential impacts. Obtain legal opinions of rules changes as necessary.
  • Monitors advertising practices in the marketplace
    • Proactively searches for non-compliant advertising practices online and through social media and refers them to the appropriate enforcement officer for action.
    • Maintains a working knowledge of advertising practices and trends in the current marketplace.

Qualifications

Required:

  • Bachelor's Degree involving major study in public or business administration, communications, writing, journalism, English, or closely allied field
AND
  • One year of experience of experience researching laws and regulations and evaluating cases for compliance with departmental standards and legal requirements.
OR
  • Experience researching laws and regulations and evaluating cases for compliance with departmental standards and legal requirements may substitute year-for-year for education.

Conditions of Employment

  • Must demonstrate working knowledge of Microsoft Office

  • Be comfortable in high pressure, quick deadline situations
