The Liquor and Cannabis Board (LCB) is announcing an opportunity for the Administrative Assistant 3 position located in Olympia, WA. This position reports to the Tobacco Tax Captain and serves as office manager providing and coordinating administrative support functions for the Regional Captain (WMS, Band 2), Tobacco Tax/Vapor Lieutenants (LEO 4) and Tobacco Tax and Vapor Officers (LEO 1, 2 and 3). Duties also include preparing confidential documents, establish priorities, and use independent judgment to accomplish assignments or solve problems. This position is the first point of contact for internal and external customers regarding complaints, license information, laws and rules, and modifying work methods, procedures, or strategies to solve problems; including using MS Office programs for tracking various enforcement related violations deadlines and /or suspension dates for implementation and lifting the suspension, if necessary.
Duties
Responsible for the support of the Captain and other Enforcement Staff in the Tobacco Tax and Vapor Unit:
Tasks include:
- Tobacco Tax Unit payroll coordinator
- Represent Captain/Lieutenants and serve as the primary liaison contact in Tobacco Tax Enforcement; provide administrative support to the Tobacco Tax/Vapor Unit staff; provide field office support for LEOs in other programs; coordinate office operations; open all mail and distribute; reserve and arrange meetings rooms and transcribe meeting minutes.
- Ensure timesheets for all regional staff are accurately checked, processed and submitted by payroll cut-off date and time. Troubleshoot issues with staff as necessary are reporting recurring LEO errors to supervisors.
- Coordinate and/or complete the preparation of documents such as those related to purchasing, payroll, budget and event coordination.
- Special projects assigned by Regional Captain. Track projects including violation spreadsheets. Change EO codes/assigned officers in IS400 for new officers or redistricting.
- Route and assign correspondence; licensing/regulatory actions; and monitors timeliness of response.
- Responsible for records management, including archiving of records.
- Review IA hiring documentation for completion before submitted to headquarters. Schedule IA training and prepare termination of employment documentation based on changing conditions as directed by supervisor.
- Responsible for monitoring the regional phone line/voice mail. Return/route messages.
- This position is responsible for handling all incoming and outgoing mail, and distribute, as needed, to staff housed in regional and field office.
- Provide licensees service to obtain required signage.
- Responsible for updating EO geographic boundaries/codes. Alert HQ for changes in Enforcement phone list & confidential phone list.
- Provide assistance with Public Records requests.
- Provide responsive customer service to internal and external customers at all times.
- Keep all information and actions regarding the LCB and our customers confidential if required.
- Serve as a member of the division administrative support team facilitated by the Chief's administrative assistant (AA5) with focus on process improvement, centralized processes, and other relevant activities. Actively participate in huddles or other meetings as needed.
- Follow and ensure adherence to administrative support procedures. Plan and prioritize work to meet internal and external deadlines.
- Track violations, complaints, citations and suspensions.
- Track officers activities related to money captured related to tobacco tax and vapor statistics.
- Research office supply and equipment orders, maintain office inventory and reports as required by division.
- Over sight and primary custodian of Investigate Fund for the Tobacco Tax Unit.
Qualifications
Required Qualifications:
- High School diploma or equivalent
- Four years of office support experience at the senior clerical level.
- Proficient in Microsoft Word, PowerPoint, and Outlook; skilled in Microsoft Excel.
Desired Qualifications:
- A Bachelor's degree in business administration, public administration or closely allied field. Clerical or office work experience may be substituted for education on a year-for-year basis, provided at least one year included experience at the Administrative Assistant 1 level.

As a condition of employment, the candidate accepting this position will be required to comply with the Union Security clause contained in the Collective Bargaining Agreement between the State of Washington and the union. This means that, as a condition of employment the candidate must either join the union and pay union dues, or pay the union a representational or other fee within 30 days of the date you are put into pay status.
