Hurd, DDS, a Lompoc resident with a degree in Psychology, showed his strong opposition to the legalization of pot by addressing alarming issues and concerns about the effects of continued marijuana use. Hurd also talked about the negative effects of pot during his speech as a guest commentary speaker in the city of Lompoc.</p>
<p style="text-align: justify;">He narrated his experiences while in UCLA for his Pre-Med as he witnessed marijuana abuse and other recreational drug use, and how it altered people’s normal state of mind into something destructive and violent. He also mentioned that he saw some of his friends lose their normal self after consuming weed and entering an altered reality based on hallucinations and paranoia caused by the drug.</p>
<p style="text-align: justify;">Hurd said that not many people understand the negative effects of marijuana as nobody can really justify or conclude the real effects of the drug on our brain. 										<content:encoded><![CDATA[<p style="text-align: justify;">The Ohio Department of Commerce has been sued by several unsuccessful applicants for the license of legal marijuana production in Ohio. The department has awarded licenses to 24 provisional marijuana industries.</p>
<p style="text-align: justify;">The Ohio state regulators have been facing a new lawsuit that claims they have failed to follow their own rules and processes and has hired scoring consultants who had made several scoring errors.</p>
<p style="text-align: justify;">The unsuccessful applicants led by Jimmy Gould filed a lawsuit in Franklin County Common Pleas court that challenges the process of awarding highly sought after licenses by the Ohio Department of Commerce. Jimmy Gould of CannAscend OHIO LLC wanted the judge to block the Ohio state from granting legal marijuana production operating licenses to 12 companies who have been given provisional certificates.</p>
<p style="text-align: justify;">Together with CannAscend that challenges the Ohio Department of Commerce with the lawsuit are CannaMed Therapeutics LLC, Schottenstein Aphria LLC, Trillium Holdings, Palliatech Ohio LLC, and Appalachian Pharm Products LLC.</p>
<p style="text-align: justify;">The lawsuit complaint cites that the Ohio Department of Commerce of committing several mistakes, name:</p>
<p style="text-align: justify;">1. Five companies should have been considered unfitted since they have been unable to meet the pass-fail criteria;</p>
<p style="text-align: justify;">2. Two minority-owned businesses that have been awarded licenses aren’t owned and operated by the individuals;</p>
<p style="text-align: justify;">3. The calculation of scores for some applicants is inaccurate;</p>
<p style="text-align: justify;">4. Two scoring consultants who have knowledge of the scoring rubric prior to the application deadline have conflict of interest with the companies that have been awarded licenses.</p>
<p style="text-align: justify;">The lawsuit identifies Ohio Department of Commerce Director Jacqueline Williams, three scoring consultants, and the 12 companies that have been awarded conditional licenses as defendants.</p>
<p style="text-align: justify;">The mistakes that have been committed lead to unfair and flawed scoring process and plaintiff companies spent millions of dollars to comply with the rules of the department.</p>
<p style="text-align: justify;">The Ohio Department of Commerce declines and does not comment regarding the pending litigation. Its officials have defended the scoring processes, and they continue to establish the program for the Sept. 8 deadline for legal marijuana production to be up and running.</p>
<p style="text-align: justify;">The lawsuit has brought up issues that have evoked doubts on the consultants that the department employs to help assess applications.</p>
<p style="text-align: justify;">The department has been sued for scoring errors. The complaint mentions that:</p>
<p style="text-align: justify;">1. Some applicants were marked for failing to show appropriately packaged material under a rule that wasn’t finalized until three months after the applications have been submitted.</p>
<p style="text-align: justify;">2. Applicants were scored with criteria that did not appear within the state law instructions.</p>
<p style="text-align: justify;">3. The department had errors on adding up scores of 14 of 17 applications.</p>
<p style="text-align: justify;">Plaintiffs accuse the department of neglecting the fact that the grow sites of 4 legal marijuana production applicants did not meet the prerequisite of being 500 feet away from a school, church, playground and more. While the department states that the licensees were given nine months to comply with the rules and regulations, the plaintiffs say that it isn’t intent of the law and has not been mentioned to applicants.</p>
<p style="text-align: justify;">The lawsuit brought about by the plaintiffs mentions that most of the 25 scorers work for the state and have limited knowledge of medical marijuana.</p>
<p style="text-align: justify;">The plaintiffs have claimed that the department has failed to assign the legal marijuana production applications to competent scorers who have enough knowledge of the subject matter and are capable of producing efficient and legitimate results.</p>

<p style="text-align: justify;">As a pharmacist, Dr. Sajal Roy has already opened similar dispensaries in other states. Dr. Roy was ranked first to launch the local facility out of all the applicants from larger committees of the Louisiana Board of Pharmacy.</p>
<p style="text-align: justify;">Dr. Roy’s team has already been preparing for it, even though the pharmacy board has not given the go signal. He has mentioned that more or less six doctors have been approved to write so-called “certifications” and not prescriptions that last for only 30 days.</p>

<p style="text-align: justify;">The Philippines is a country which is firm on its stand in making cannabis remain illegal. The reason for this is the growing number of marijuana-related violence in the past few years. With the “war on drugs” campaign set by its current president, Rodrigo Duterte, Cannabis in the Philippines will most likely remain illegal. On top of that, both users and pushers are at great risk to themselves and their families due to the high probability of them being outed for it and potentially beat or even killed by locals or even police. A common political tactic has become to identify anyone who is a cannabis user and an enemy, or in some cases they don&#8217;t even consume cannabis, and use this executive order from Duterte to manipulate the situation so these men or women will be branded drug dealers and killed, all legally.  </p>
<p style="text-align: justify;">Cannabis in the Philippines became illegal under the Republic Act No. 6425, also known as the Dangerous Drugs Act of 1972. This prohibited any person to possess, sell, manufacture, and cultivate marijuana. This was due to the increasing Cannabis-related crimes spreading in the country. There was also an increasing number of Filipinos becoming addicted to it.</p>
<p style="text-align: justify;">Also under the Republic Act No. 6425 was the creation of the Dangerous Drugs Board which has the power over marijuana and other drug-related crimes.</p>
<p style="text-align: justify;">In addition, a new law was passed in 2002 called the Comprehensive Dangerous Drugs Act of 2002. Under this law, anyone who possesses, sells, manufactures, and cultivates Cannabis can be punished with life imprisonment and a fine of up to 10 million pesos which is equivalent to around 200, 000 USD.</p>
<p style="text-align: justify;">As of September 2017, a bill called “Philippine Compassionate Medical Cannabis Act&#8221; is in the works. This seeks to legalize Cannabis for medical purposes in the Philippines. The author made it clear that the bill still considers it illegal to use, sell, or cultivate Cannabis. The medical properties of cannabis should be extracted first so it can be used legally.</p>
<p style="text-align: justify;">The good news is that President Duterte is supportive of the use of Cannabis for medicinal purposes. He announced this during his election campaign in 2016.</p>
<p style="text-align: justify;">So far this is the current state of cannabis in the Philippines. The Philippine government is evidently against the recreational use of the drug. <p style="text-align: justify;">Different opinions about the emergence of the marijuana business have surfaced. School officials suggest that strict limitations should be set for students.</p>
<p style="text-align: justify;">The controversy has been present since August, and the argument has leveled up over the past weeks as officials push hard to carry out a decree before the first marijuana business licenses are issued.</p>
<p style="text-align: justify;">Unresolved issues include the extent of a neutral area from schools; a possible limitation on the number of marijuana licenses; and whether intake for socialization purpose while in cafes and yoga studios should be permitted.</p>
<p style="text-align: justify;">City Councilor Owen Zaret points out that any legislation made based on a preconception, discrimination and self-perception may cause the community more harm than good. Owen adds that people need to focus more on education and prevention.</p>
<p style="text-align: justify;">Zaret has expressed disapproval on disparaging allusions to the clients who will back up legitimate businesses and fancy tales of children enticed into the cannabis world by bloodshot eyed bogeymen.</p>
